The size of the population of Coruscant, a single affluent core planet, is on the order of 1e15 persons. 3 million men is literally less than a drop in the bucket compared to this, with a ratio of 3e - 9 clones to men on Coruscant, whereas, for a brimful five gallon bucket, a drop of water 1 cm in diameter is only 2.8e - 5 drops to the bucket! Put differently, you need a third of a billion, or about 330 million clone "grand" armies to make up the population of Coruscant, while you only need 36, 000 drops of water to make up a five gallon bucket!
